Here is an updated listing of bills important to ABATE Members.
Helmet Bills:
HB4028,
introduced on 1/22/09 by Representative Richard LeBlanc (D) to amend Michigan"s
mandatory helmet law to allow a rider to choose whether or not to wear a helmet
while riding motorcycles. This bill
is a "clean" bill and does not impose experience requirements, or any
requirements for fees or added insurance.

Requires any motorcyclist who chooses to ride without a helmet to acquire
additional personal injury protection insurance (PIP) before riding without a

Catastrophic Claims Bills:
SB160 and HB4471
These bills mandate the MCCA adhere to the Open Meetings Act, and the Freedom of
Information Act.
HB4471 � Passed the House on
SB160 � Still in Senate Committee of Economic Development & Regulatory
Reform.
These two bills allow for the appointment of members of the public to the MCCA
board.
HB4429 �
Passed House on
SB161 � Still in Senate Committee on Economic Development & Regulatory
Reform.
HB4425
This bill mandates an insurance company keep track of, and submit yearly, a kind
of expense report to the state, outlining all expenses paid out for different
types of claims, how much they assessed and received from their customers for
the MCCA, and how much of the claims they paid out were reimbursed by the MCCA.
